ISSUE OF ELECTRICAL FITNESS CERTIFICATES TO MULTIPLEX,PERMANENT & SEMI PERMANENT CINEMAS

The applicant after receipt of licence shall commence the Electrical Installation works strictly as per the approved drawings and upon completion of the same shall forward

  1. The completion report through his Licensed Electrical contractor who has carried out the work
  2. Copy of Licence and supervisor permits of the Licensed Electrical contractor
  3. Megger test results of the electrical installation
  4. Copies of COC permits of cinema operators endorsed to the cinema theatre.
  5. Earth test results of all the electrodes
  6. Name plate details of all the cinematographic equipments
  7. Original receipt for Rs. 2000/- for permanent cinema (In case of Multiplex cinema, Rs. 2000/- per screen shall be taken) or Rs. 1500/- for semi permanent cinema towards fee for inspection and issue of Electrical fitness certificate. Fee shall be paid under the Department Head of Account “Non plan 0043 Taxes and other duties on Electricity- Fee for Inspection of Cinemas.

The applicant shall display the approved drawings in the premises to facilitate inspection by the Chief Electrical Inspector to Govt. or the officers authorized by him.

After the Inspection and after satisfying himself that the installation is in general conformity with the Central Electricity Authority(Measures relating to Safety & Electric Supply) Regulations 2010 and the Karnataka Cinemas (Regulation) Rules, 2014, the Chief Electrical Inspector to Govt. shall issue a Electrical fitness certificate for Permanent Cinema & Multiplex Theatre and the Deputy Chief Electrical Inspector for Semi permanent cinema.

If the installation is not in general conformity with the Rules and Acts there under, observations will be issued to the applicant in order to bring the installation in general conformity with the Rules. Upon receipt of the compliance report from the applicant for having rectified all the defects through his licensed Electrical contractor same will be verified and the Electrical certificate will be issued under intimation to the Licencing Authority.

The Electrical fitness certificate is valid for a maximum period of five years for Multiplex,permanent cinemas & for semi permanent cinemas.

Projection room shall be in the charge of a person who has attained the age of 18 years and who is holding a Cinema operator’s permit issued by the Chief Electrical Inspector to Government. Provided that, a candidate who holds a certificate for having passed the Craft Course in Cinema operation or Diploma in Cinematography conducted by the Board of Technical Education in Cinematography in Karnataka or degree/diploma in Electrical and Electronics Engineering recognized by the State Government or Central Government shall be exempted from appearing for the examination conducted by the Karnataka Cinema Operator’s Examination Board for obtaining the cinema operator permit.

Two operators shall be got endorsed in favour of the theatre with conventional projectors and one operator per screen shall be got endorsed in favour of the theatre in case of multiplex and also theatre with advance technology like digital projection system, from the Department of Electrical Inspectorate. Provided that in the case of multiplex or existing or proposed cinema theatre with advanced technology like digital projector, digital sound system, although projection room is not mandatory, the operator shall be present during the time such machines are being operated. Failure to employ such an operator shall render the electrical certificate of cinema theatre or multiplex liable to be suspended or cancelled.
