Lifts, Escalator & Passenger conveyors

To enact a new comprehensive law to register and regulate persons involved in erection and maintenance of lifts including escalators, passenger conveyors and for the matters connected there to or incidental therewith,The Government of Karnataka , repealed the Karnataka Lifts Act, 1974 and enacted The Karnataka Lifts, Escalators and Passenger conveyors Act, 2012 (Karnataka Act no.09 of 2013).

The Appointment of the Karnataka Lifts, Escalators and passenger conveyors Act, 2012 (Karnataka Act No. 9 of 2013) and rules made there under i.e the Karnataka Lifts, Escalators and passenger conveyors Rules, 2015 have been notified vide notification No. EN 36 EBS 2013, DT: 20.01.2015 & EN 36 EBS 2013, DT: 20.01.2015 and the same are published in the Extraordinary Gazette Part IV-A, No.72,Dt: 20.01.2015 and Extraordinary Gazette Part IV-A, No.74,, Dt: 20.01.2015 respectively

Futher ,In exercise of the powers conferred by sub-section (2) of Section 13 of the Karnataka Lifts, Escalators, and Passenger Conveyors Act, 2012, the Government of Karnataka vide notification No EN 36 EBS 2013 , Bangalore , Dt : 18.03.2015 appointed the Chief Electrical Inspector to Govt. of the Department of Electrical Inspectorate, as the Chief Inspector of Lifts, Escalators and Passenger Conveyers, to exercise the powers and to perform the functions of the Chief Inspector of Lifts, Escalators and Passenger Conveyers specified under the said Act having jurisdiction in whole of the State of Karnataka and other officers of the Department of Electrical Inspectorate to be Inspector of Lifts, Escalators and Passenger Conveyers, to exercise the powers and to perform the functions of the Inspector of Lifts, Escalators and Passenger Conveyers under the said Act.

The installation & maintenance of lifts shall be carried out by the Lift manufacturers, authorized & approved lift Agencies only. Every Lift or Escalator or Passenger conveyor shall be installed and operated or used as per the requirements specified in the relevant code of practices prescribed by the Bureau of Indian standard, Electricity Act, 2003 (Central Act 36 of 2003) and any rules or Regulations made there under including National Electrical Code, National Building Code or specifications of International Electro-Technical Commission.

All apparatus and components of Lifts or Escalator or Passenger conveyors shall be of sufficient ratings and of sufficient mechanical strength for the duty which they may be required to perform under the environmental conditions of installation and shall be constructed, installed, protected, worked and maintained to ensure safety of human beings and property.
